U.S. Customs and Border Protection (CBP) has announced updates to the Merchandise Processing Fee (MPF) effective October 1, 2025. While the ad-valorem rate remains unchanged at 0.3464%, the minimum and maximum fee amounts for formal entries are increasing as part of CBP’s annual adjustment to user fees under the Fixing America’s Surface Transportation (FAST) Act.
Ad-Valorem Rate: 0.3464 % (no change)
Minimum MPF: increases from $32.71 → $33.58
Maximum MPF: increases from $634.62 → $651.50
These updated amounts apply to all formal entries (class code 499) filed on or after October 1, 2025.
Although the percentage rate remains the same, importers who typically pay the minimum or maximum MPF will notice a modest cost increase per entry. The adjustment reflects annual inflation updates required by law and helps CBP maintain operational funding for trade facilitation programs.
