U.S. Customs and Border Protection (CBP) has announced a significant change affecting importers participating in the Periodic Monthly Statement (PMS) test under the National Customs Automation Program (NCAP).
Effective December 15, 2025 — 60 days after the publication of the official notice in the Federal Register (October 16, 2025) — PMS participants will be required to pay supplemental duty bills electronically.
CBP’s update specifies that any supplemental duty bills resulting from underpayments of estimated duties, taxes, or fees tied to entries originally paid through PMS can no longer be paid by check.
Instead, test participants must use one of the following two electronic payment methods:
ACH Debit – Payments must be submitted directly via the U.S. Department of Treasury’s Pay.gov portal using the CBP Bill Payments Form.
ACH Credit – To use this method, importers should contact ACH-CUSTOMS@cbp.dhs.gov to receive the necessary payment setup instructions.
All PMS participants must transition to electronic payments for supplemental bills to remain compliant. This update aligns with CBP’s ongoing modernization initiatives to enhance payment security, efficiency, and traceability within the Automated Commercial Environment (ACE).
